payment from that Vote, as proposed by the Secretary

of State, of the sum of £10. 10.0. to the Counsel for
the appellant, (this payment to cover the clerk's fees)
end of £21. to his Solicitor.
In the absence of provision for expenditure of
this nature in the Estimate, a special subhead should
be opened in the Vote to which the payments in respect
of the Crown's and the appellant's costs should be
charged.
I am to refer to the penultimate sentence of
Treasury Letter of the 7th. ultimo and to suggest
that the attention of the Colonial Office should
be drawn to it.
